Dad. man indicted on charges that he used a minor to produce child pornography

WILLIAMSPORT – A man accused of child sex abuse in Center County has been indicted by a federal grand jury on charges of producing child pornography.

William S. Welsh, 28, of State College, was charged Tuesday in U.S. Middle District Court with 11 counts of production and one count of possession of child pornography.

He is accused of coercing a minor to engage in sexually explicit conduct to create visual images on January 15, 2023.

The asset count covers the period from December 29, 2021 to April 4. There are no other details in the indictment.

Welsh is awaiting trial in Center County on 73 counts of child sexual abuse and criminal use of a communications facility.

His phone contained 41 videos and 32 images of naked toddler-aged boys being sexually abused by men, State College police said in the complaint.

The charges stem from the April 4 execution of a search warrant at his home on College Avenue.

The seized electronic devices, including two cellphones, are among a list of items the government wants Welsh to forfeit if he is convicted on federal charges.

Welsh faces a maximum prison sentence of 30 years on these counts.
