Nick Robertson: Yes, this statement was made by the Kremlin spokesperson Dmitry Peskov. This is how he answered the question why Vladimir Putin did not want to congratulate Donald Trump on his election: “Let us not forget that we are talking about an unfriendly country that is directly and indirectly involved in a war against our state.” This is Russia’s position on this issue.

During the daily telephone briefing, journalists asked Peskov whether this decision would have consequences for relations with the United States, hinting that Trump would like to be congratulated as early as possible. So the Kremlin’s position on this issue naturally refers to what Donald Trump said earlier: the war must end in the coming days. Russia’s position in this regard will obviously be difficult, and as Peskov said at the same briefing: it will not be possible to quickly resolve the Ukrainian issue.
