Delhi Police have arrested three people for gang-raping a 34-year-old mentally ill woman, officers privy to the case said on Thursday, weeks after she was found bleeding and partially clothed near Sarai Kale Khan on October 11 .

Deputy Commissioner of Police (Southeast) Ravi Kumar Singh identified the suspects as Prabhu Mahto, 28, an autorickshaw driver, Pramod Kumar alias Babu, 32, who works at a scrap dealer’s shop, and Mohammed Shamsul alias Raju, 29, a beggar who is physically challenged because he suffers from polio.

The three did not know each other, but decided to rape the woman solely because she was “visibly mentally unfit,” police said.

Investigators said all three were arrested last week. The woman, a resident of Odisha, is currently undergoing treatment for schizophrenia at AIIMS, they said.

Reacting to the arrests, Odisha Chief Minister Mohan Charan Majhi said, “Delhi Police have arrested three people in connection with the rape case and seized the auto-rickshaw used in the crime.”

Giving details of the case, police said that on October 11 at around 3:15 am, a defense officer called the Sunlight Colony police station to state that he had seen a woman partially clothed and bleeding near Sarai Kale Khan, and expressed his fear that she may have been near Sarai Kale Khan. sexually abused.

When the police reached the spot, they took her to AIIMS where she allegedly told the doctors that she had been raped by three unknown men. “But due to her mental state, she did not cooperate with the investigation thereafter,” DCP Singh said.

On October 11, a case was registered under Bharatiya Nyaya Sanhita (BNS) sections 70(1) (gang rape) and 115 (causing hurt) and an investigation was initiated.

First, the police went through missing persons files and found that the woman is a resident of Puri, Odisha, and was reported missing from her home state on June 9.

“It was revealed that she came to Delhi on May 9 and went to live with a friend in Kishangarh. However, due to her erratic behavior, she stopped staying with the friend and started living off the streets,” the DCP said.

While investigating the case, police said the victim was not comfortable sharing details about her ordeal. Therefore, the police sought special permission from the AIIMS Trauma Center management and a woman constable took cover as a social worker, while another woman, originally from Odisha, took cover as a nurse to take care of the woman.

Eventually, investigators said, the woman shared that she had been attacked by an autorickshaw driver and a man who could not walk.

Investigators then reviewed clips from more than 700 CCTV cameras in central, south and north Delhi and discovered footage of the woman leaving the waiting hall of the Old Delhi railway station on October 10 at 10:14 pm. Her route was further investigated and with the help of technical surveillance, the police traced the autorickshaw in which the woman was allegedly raped.

On October 30, autorickshaw driver Mahto was arrested near his home in Kotla Mubarakpur, according to police. On his initiative, Kumar, a resident of Narela, and Shamsul, a resident of Gandhi Nagar, were arrested on November 2 and 4 respectively.

During interrogation, Kumar told police that he and Shamsul were drunk at the time of the incident and around midnight, both saw the woman sitting by the roadside and even though they were strangers, they decided to sexually assault her as she was “visibly mentally unfit” . .

At that time, police said, Mahto crossed the area in his auto-rickshaw and saw the two raping the woman, and instead of raising the alarm, he also joined in.

Later, police said, Mahto forced her into his autorickshaw and took her to Sarai Kale Khan, parked the vehicle on the side of the road and raped her again before dumping her on the street and fleeing.
