Haryana bureaucrat arrested for verbally and sexually abusing Dalit worker at gunpoint

Haryana Civil Services official Kulbhushan Bansal was arrested on Saturday following a complaint by a Dalit contractual male worker, who accused him of sexually exploiting him at gunpoint.

Hisar Additional Superintendent of Police Rajesh Kumar Mohan said Bansal was sent to one-day police custody.

Bansal’s arrest came after a Dalit worker posted in Haryana’s public health department filed a complaint against him.

The worker accused the officer of making casteist comments and exploiting him for six months.

Bansal was booked under sections 377 (unnatural offences) and 506 (criminal intimidation) of the Indian Penal Code and sections of the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act.

The case was registered under IPC as the incident had occurred six months ago.

The officer, who had served as a sub-divisional magistrate of Hansi, was suspended on Thursday.

Complainant alleged that the HCS officer hired him as a contract employee.

“He often called me for massages in his official residence. When he started doing wrong things, I refused several times, but he always carried a gun and threatened to fire me.

“I later filmed a video of this exploitation as evidence. I stopped going there and decided to either die or file a complaint against him. I am a heart patient,” the employee claimed.

According to the complaint, Bansal took massages in the driver’s room of his official residence.
