Ms Sandford questioned why the fine was so high and why in one email the fine was so high that the animal would be “discarded” if the fine was not paid within a certain period.

Bradford Council would not reveal how the charge was determined, but a spokesperson said it would speak to the contractors about the wording in the email.

Animals were either rehomed or sold if a fine was not paid, he said.

The spokesperson said: “The contractor always prioritises the safety of all animals involved, themselves and the public, and always seeks to issue advance notices of intent before any seizure is made.

“Animals left in public spaces can pose a danger to themselves and others, impacting the space that communities have available to use.

“It obviously concerns residents who expect the municipality to take action.”

PPS Impoundments did not respond to a request for comment.
