The victim survived and is in stable condition, according to police.

“It’s pretty intense to see something like that happen,” said Isaac Atencio, owner of the business where the surveillance video was recorded.

The crash site is just blocks away from where a fatal high-speed police chase ended in tragedy in 2021. claiming the life of Salt Lake resident Thy Vu Mims.

Atencio expressed concern about the pattern of dangerous incidents in the area.

“Our neighborhood should not have to deal with the consequences of others’ actions,” he said.

However, West Valley Police spokeswoman Roxanne Vainuku emphasized that Tuesday’s crash was not the result of a police pursuit, unlike the 2021 incident. Officers monitored the stolen vehicle using unmarked cars and a Department of Public Safety helicopter.

“The people in the vehicle were not even aware that there were unmarked vehicles around them,” Vainuku said.

She said officers only approached the suspect on foot before he fled and eventually crashed.

According to the Department of Corrections, the driver has been identified as David Garcia, 24 years old, a fugitive with outstanding warrants for drug and theft related crimes.
