City hall employees are under investigation

CEBU CITY — Mayor Raymond Alvin Garcia has launched an investigation into City Hall employees who allegedly participated in a rally last week organized by supporters of former Mayor Michael Rama.

The protesters, who gathered at City Hall on November 8, called Garcia a “fake mayor” and claimed that Rama remains the legitimate office holder.

Garcia ordered the Human Resource Development Office (HRDO) and the City Legal Office, under the supervision of the city government, to investigate the incident.

He emphasized that any employee who violates the law could face legal action, including violations of Civil Service Commission regulations.

“If after the investigation it is found that employees have violated the Revised Penal Code or special laws, they will be charged accordingly,” the mayor warned.

The unlicensed gathering involved several City Hall employees and was closely monitored by the Cebu City Police Office (CCPO).

The police presence was strengthened to maintain order and prevent possible unrest as emotions ran high among Rama’s supporters.

Cebu City Police Chief Col. Antonietto Cañete assured that while they allowed the protest to proceed peacefully, they remained alert to ensure public safety and prevent disruptions at City Hall.

Following the protest, a press conference was led by former city manager Attorney Collin Rosell in the conference room of the mayor’s office.

Rosell claimed he was returning to his role as city manager, arguing that his six-month preventive suspension, along with that of Rama and other officials, had ended on November 6.

However, Rosell was arrested later that evening for alleged “usurpation of authority” after issuing a memorandum in the capacity of city manager.

The complaint was filed by current city manager Kristine Joyce Batucan, highlighting the legal issues surrounding his attempted return.

Rama’s legal team, including attorney Estong Rama, challenged the validity of the dismissal, arguing that the city had not officially implemented the Ombudsman’s decision. They claimed that dismissal without proper notice was not legally binding.

Outside, supporters demanded Rama’s reinstatement, holding banners and chanting slogans criticizing Garcia’s assumption of office as premature.

In response, Garcia, accompanied by Cañete, assured the public that City Hall activities would continue without disruption, underscoring the government’s commitment to stability amid the ongoing legal battle.
