Neighbors shocked after Vallejo man admits to killing mother

Residents in a Vallejo neighborhood were stunned to hear of one arrest of neighbor on charges of murder and attempted murder.

“It makes me think maybe he snapped or something. That he had a mental breakdown that no one knew was happening,” said neighbor Kimberley Nunez-Brandao.

Authorities said Frank McMillan, 63, stabbed his wife Saturday while visiting her at Kaiser Permanente Vallejo Medical Center, then stabbed himself.

After emerging from the operating room, McMillan made a spontaneous confession to the police: he said he had previously killed his mother in their nearby home.

“I’m really sad (along) with my family because that lady helped a lot,” said neighbor and friend Carlos Ruiz.

Ruiz said the family, known for their love of church and gardening, is a fixture in the community.

“Everyone is surprised because that guy is a good guy. And that family is good,” Ruiz said. “I don’t know what happened that day.”

The authorities are doing their best to understand the situation.

Kaiser officials released a statement that read in part: “We are grateful to our staff members who acted quickly to intervene and provide care to those affected.”

Security experts said there will be a review of safety protocols at the hospital, although guards can only protect against known threats.

“If there is reason to be cautious, information must be passed on. If no information is passed on, you will be none the wiser,” said Armando Gomez, CEO of VP Security.

Vallejo police are speaking with neighbors and trying to gather video footage from around the family’s home.

Both McMillan and his wife are expected to survive.

While McMillan remains hospitalized, he will be transferred to the Solano County Jail once he is medically cleared.
