Days after five dogs were found dead in a gutter with their mouths and legs tied in Mumbai, Peta India has offered a reward of up to Rs 50,000 to anyone who provides information leading to the arrest and conviction of the people responsible for the incident . It is claimed that the dogs drowned after their mouths and legs were tied.

On November 11, an FIR was lodged against unidentified persons under Section 325 of the Bharatiya Nyaya Sanhita (BNS) and Section 11 of the Prevention of Cruelty to Animals Act (PCA), 1960. Section 325 of the BNS makes mutilation or killing any person animal is a cognizable offense and provides for a prison sentence of up to five years, a fine, or both.

The FIR was filed following a complaint by the chairman of Mangalmay Tower, a housing society in Kandivali West.

“Those who abuse animals often move on to harming people. For the safety of everyone, people should come forward with what they know about this case and report animal cruelty like this to the police,” said Peta India Cruelty Response Coordinator Saloni Sakaria.

“We commend the Kandivali police station for registering the FIR quickly and sending a clear message that cruelty to animals will not be tolerated,” Sakaria added.

Peta India has long campaigned for strengthening the 1960 PCA Act, which contains outdated, inadequate penalties, such as a maximum fine of just Rs 50 for convicted first-time offenders (although the BNS prescribes harsher penalties). In a proposal to the central government regarding an amendment to the law, PETA India has recommended significantly increasing penalties for animal cruelty.
