Preview: Salisbury City Council is considering filling empty council seats

SALISBURY – Salisbury City Council members will consider filling a vacant seat on the council at its upcoming meeting on Tuesday.

The seat has been vacant since former Councilman Anthony Smith resigned in September to move to Birminghman, Alabama for career opportunities and to be closer to his mother.

A few weeks after Smith resigned, the City Council asked community members interested in serving on the City Council to submit applications, focusing on candidates with a “background in community service, experience on boards and committees , effective collaboration and communication. skills and qualifications that match the city’s objectives.”

The upcoming Salisbury City Council meeting will take place at 6 p.m. at City Hall, located at 217 S. Main St. City Clerk Connie Snyder confirmed that Election Day will not disrupt the city’s meeting schedule. The other agenda items that will be discussed include:

  • The council will receive an update on the city’s microtransit program. The city received a multimillion-dollar grant from the state and federal governments in 2023 and plans to implement a pilot program using a third-party vendor to provide operators, vehicles, software and operations management. The pilot would follow the city’s route three, which includes Spencer, East Spencer, the VA Medical Center and Novant Rowan Health Medical Center.
  • The council will consider removing City Manager Jim Greene Jr. to authorize entering into a municipal agreement with the NC Department of Transportation for funding to update the City’s Multimodal Network Plan, which provides guidance for the City in improving and implementing bicycle and pedestrian infrastructure. The current plan was approved in 2009. The new plan is expected to cost a total of $70,000, with the city covering $21,000.
  • The council will consider authorizing Greene to enter into a radio repair agreement with Rowan County. The agreement would set the costs, prices and schedules for the maintenance and programming of police and fire radios.
