Christi Craddickchairman of the Texas Railroad Commission, faces three challengers as she seeks a third term Tuesday as commissioner at the state’s oldest regulatory agency.

Craddick was first elected commissioner in 2012 and was re-elected in 2018. She is one of three commissioners elected statewide, including Wayne Christian (elected in 2016, re-elected in 2022) and Jim Wr i fight (elected in 2020), who serve a staggered term of six years. Every two years, the commissioners elect a chairman from among their number.

Craddick is being challenged in the general election by Katherine Culbert, an oil and gas process safety engineer; Hawk Dunlap, a well control specialist; and Eddie Espinoza, a retired teacher and activist.

According to the agency’s websitethe Railroad Commission of Texas “is the state agency with primary regulatory jurisdiction over the oil and natural gas industries, pipeline transporters, natural gas and hazardous liquid pipeline industries, natural gas utilities, the LPG industry, and coal and uranium mining operations.”

The Railroad Commission of Texas, despite its name, has no jurisdiction or authority over railroads. The agency is the oldest regulatory agency in the state and was founded in 1891 to “prevent discrimination in railroad rates and to establish reasonable rates.” The agency’s railroad responsibilities were transferred to other agencies over time, with the last of their functions being transferred to the Texas Department of Transportation in 2005.
