New Delhi: The Air Quality Management Commission (CAQM) in the National Capital Region (NCR) and adjoining areas has announced the implementation of new rules aimed at curbing stubble burning, a major contributor to air pollution in the region. The Commission for Air Quality Management in the National Capital Region and Adjacent Areas (Imposition, Collection and Utilization of Environmental Compensation for Stubble Burning) Amendment Rules, 2024, will soon come into force and impose fines on farmers based on the size of their land holdings.

Under the new rules, farmers will have to pay environmental compensation based on the area of ​​land they own if they are found to be involved in stubble burning:

Farmers with land holdings of less than 2 hectares will face a compensation levy of Rs 5,000. Those who own land between 2 and 5 hectares will have to pay Rs 10,000 and if they own more than 5 hectares of land, they will receive compensation of Rs 30,000.

The new rules are part of a broader effort by the CAQM to tackle the persistent problem of stubble burning, which worsens air pollution during winter months and contributes to haze that affects air quality in Delhi and neighboring states.
