The central government on Thursday announced an amendment to the Commission for Air Quality Management in the National Capital Region and Adjacent Areas Rules, 2023, which covers imposition, collection and use of environmental compensation for stubble burning.

According to the notification issued by the Union Ministry of Environment, Forest and Climate Change, the central government is looking to impose new rules to tackle stubble burning in Delhi and surrounding areas.

As per the provisions of the new rules, farmers with a land area of ​​less than two hectares will have to pay an environmental compensation of ₹5,000, followed by farmers with a land area of ​​two hectares or more, but less than five hectares, an environmental compensation of ₹10,000. Finally, farmers with land area of ​​more than five hectares will have to pay an environmental compensation of ₹30,000.

These changes reflect the change in the rules for imposing environmental compensation for stubble burning under the Air Quality Management Commission. The change in stubble burning rules aims to standardize the penalty structure and enforce these rules with a focus on small-area farmers.

This decision comes amid rising pollution levels in the national capital, with the Air Quality Index (AQI) crossing the 400 mark, according to the System of Air Quality and Weather Forecasting And Research (SAFAR) India.

Meanwhile, Haryana Chief Minister Nayab Singh Saini on Wednesday stated that stubble burning is damaging the health of farmers and emphasized that the government has provided subsidies to numerous machines.

“We appeal to farmers not to burn stubble as it harms both the environment and human health. The government has made available several machines at subsidized rates. Farmers can also benefit from stubble sale and we encourage them to explore these options,” the spokesperson said. said Haryana CM.
