MSP details the investigation into a fatal officer-involved shooting

FLINT, MI (WNEM) – Michigan State Police (MSP) has provided details on the preliminary investigation into a fatal officer-involved shooting in Flint.

MSP said the preliminary investigation shows that on Saturday, November 2, at 6:34 p.m., two MSP troopers from the Flint post encountered an armed man walking on Essex Street near Pasadena Avenue.

Police previously identified the man as 17-year-old Rayvon Shahid.

MSP said Shahid immediately began to flee, and troopers gave him verbal commands to stop and drop his weapon.

The troopers pursued Shahid on foot, and one of the troopers deployed his Taser, which was ineffective, and Shahid continued to flee, MSP said.

MSP said the troopers ordered Shahid to drop his weapon at least seven times in total. They then used their service pistols and hit him.

Troopers provided first aid to Shahid until he was taken to the hospital, where he was pronounced dead, MSP said.

Police said a Glock pistol with a loaded extended magazine was recovered at the scene.

The investigation is ongoing and once completed, all evidence will be turned over to the Michigan Department of Attorney General, MSP said.

“The loss of life during a police encounter is tragic. As always, all incidents involving a department member discharging their firearm are promptly investigated. Colonel James F. Grady II, Director of MSP, is committed to ensuring that this investigation is thorough, prompt and impartial,” MSP said in a post on X.
