5 charged, arrested on meth charges following Highland County Task Force investigation

Highland County Task Force agents made multiple arrests during a raid on Wednesday, November 6, one day after a Highland County grand jury handed down 10 secret indictments.

Officers have arrested five of the 10 people charged in a sealed indictment, according to Highland County Prosecutor Anneka Collins. All five suspects were arrested on charges of meth possession and/or trafficking.

Those arrested included the following people:

• Alexis Ruffing, 35, of Hillsboro has been charged with two counts of aggravated trafficking in methamphetamine and two counts of aggravated possession of methamphetamine, all third-degree felonies.

The indictment alleges that on or about August 11 and November 29, 2023, Ruffing “knowingly obtained, possessed or used” and “knowingly sold or offered to sell,” meth in an amount equal to or greater than the bulk amount, but less than five times bulk amount.

•Brian Duncan, 50, of Greenfield was charged with aggravated possession of methamphetamine, a third-degree felony.

Duncan is charged with “knowingly obtaining, possessing, or using” meth in an amount equal to or greater than the bulk amount, but less than five times the bulk amount on or about July 29.

•Timothy Williamson, 53, of Hillsboro was charged with aggravated possession of methamphetamine, a third-degree felony.

It is alleged that on or about Feb. 4, Williamson “knowingly obtained, possessed, or used” meth in an amount equal to or greater than the bulk amount, but less than five times the bulk amount.

•Christopher Brigner, 40, and Allen Greene, 52, both of Hillsboro, were charged in a joint indictment. Brigner and Greene were both charged with aggravated trafficking in methamphetamine, a fourth-degree felony; and one count of aggravated possession of methamphetamine, a fifth-degree felony.

The indictment alleges that on or about June 17, Brigner and Greene “knowingly obtained, possessed, or used” and “knowingly sold or offered to sell.”

An indictment is just an accusation and not proof of guilt.
