ROCHESTER, Minn. (KTTC) – Three men have been arrested after reports of theft and fraud at Colonial Lanes in Rochester.

On July 1, 2024, Rochester police spoke with a witness who claimed he was Timothy Arnold, 53; Pheeraout See, 35; and Ravuth Thorng, 38, stole $45,720 by withdrawing money from ATMs.

According to the witness, the three employees would deposit a certain dollar amount into the cash register to be transferred to the ATM; however, they did not want to deposit all portions of the cash from the cash register into the ATM.

The witness also provided documentation to investigators showing the accounting inconsistencies:

  • Arnold: $37,020 in inconsistencies in 59 cases
  • See: $6,660 in inconsistencies over 32 times
  • Thorng: $2,040 in inconsistencies over 7 times

Two days later, on July 3, the witness told investigators that other uninvolved employees allegedly noticed Arnold often playing E-tabs and never putting money in the machine.

In a conversation with Thorng, he claimed that Arnold would pocket money intended for transfer to the ATM, or use the cash to cover the e-tab shortages he had caused.

According to investigators, Thorng explained that he and See would “fudge the numbers” to cover Arnold’s theft.

When investigators spoke to Arnold about the inconsistencies, he admitted to taking money from the register and fraudulently transferring money from ATMs.

He also claimed that the money was only used to cover shortages at the bar and E-tab machines.

Arnold denied creating e-tab shortages and taking money for personal gain.

Timothy Arnold is facing three felony counts of theft.

Pherayout See and Ravuth Thorng each face one misdemeanor and one gross misdemeanor charge.
