Troopers said they saw a driver turn south from Interstate 91 and crash into a median near Exit 23 in Rocky Hill. That happened on Monday just before 1:30 p.m

The driver then fled on foot, police said.

An officer was able to arrest him on the shoulder of the highway.

State police said they identified him as Lynn.

He told them he lost control of the vehicle.

A check of the vehicle’s license plate revealed that it was a Mazda 6. However, the vehicle was actually a Honda Accord.

According to police, the car was unregistered and uninsured.

They also said Lynn’s license had been suspended since May.

A search of the vehicle led to the discovery of three .22 caliber live ammunition. State police said Lynn was not allowed to possess it.

Lynn was arrested and charged with failure to wear seat belt, operating an unregistered motor vehicle, improper use of a license plate, illegally operating a motor vehicle without minimum insurance, illegally operating a motor vehicle under suspension, eluding of responsibility, failure to maintain a lane, obstructing an officer and criminal possession of ammunition.

He was held on a $25,000 bond and will appear in New Britain Superior Court on Tuesday.
