Franklin County woman charged with theft and financial exploitation of vulnerable adults

FRANKLIN COUNTY, Tenn. (WKRN) – A Huntland woman has been charged following an investigation by the Tennessee Bureau of Investigation (TBI).

According to the TBI, agents began investigating allegations of theft by Betty Duncan, who operated a healthcare facility in Franklin County.

Officers have reportedly learned that an 82-year-old woman in Duncan’s care died in March. Investigation revealed discrepancies in the woman’s financial accounts. Large sums of money were transferred from the victim’s account to an account co-owned by Duncan. During the investigation, officers discovered that Duncan was the person responsible for withdrawing the money from the victim’s account.

Duncan was indicted Nov. 18 by the Franklin County Grand Jury on one count of theft over $250,000 and one count of financial exploitation of an elderly or vulnerable adult.

She was arrested by the Franklin County Sheriff’s Department on Tuesday, November 19, and transported to the Franklin County Jail, where she was given a $500,000 bond.
