Police arrest two Venezuelan men for alleged ATM misuse

RICHMOND, Mo. (KCTV) – A pair of Venezuelan men were arrested late last week in connection with an active and ongoing investigation into ATM theft.

Richmond Missouri Police announced Wednesday the arrest of 44-year-old Yorbin Y. Allen-Hernandez and 24-year-old Darwin G. Moreno-Conde. The pair of Venezuelan nationals were arrested in Kirkwood, Missouri, after a major search involving the Kansas City and St. Louis metro areas.

They are accused of planting a skimming device on a local ATM in Richmond, causing a “large number of accounts to be compromised,” according to Richmond police.

Allen-Hernandez and Moreno-Conde are currently being held in the Ray County Jail. They each face a $250,000 cash-only bond.

They are both charged with one felony count of first-degree property damage and one misdemeanor count of theft. Richmond police said further charges are expected in the future while the investigation is ongoing.

An investigation by Richmond Police, MOCIC, MIAC, metro area law enforcement and Kirkwood Police helped identify and arrest the couple within 54 hours of the reported crime.
