“It’s almost hard to believe reading this complaint. They couldn’t make this up in Hollywood,” Milwaukee County Circuit Court Commissioner Barry Phillips said. “Yes, you are innocent until proven guilty, as your attorney has stated, but I would like to point out for the record that if the statements you made to the police are true, you will at least have to face both charges against you because you have allegedly admitted to sexual conduct with two children. You know it’s weird, after 32 years you’d think you’d seen it all. I’m talking about me, of course probably never seeing everything.”

The first accusation of sexual abuse dates from last week.

“The first one, the child is 13 years old,” Phillips said. “And you’re 37.”

According to a criminal complaint, Randolph encountered a runaway 13-year-old at a gas station at 50th and Lisbon on Nov. 18. Prosecutors say he and another man sexually assaulted her around 46th and Lisbon at a nearby home.

They then say Randolph “locked” the girl in his grandmother’s basement on 95th Street and wouldn’t allow her to call her parents.

According to prosecutors, the girl said “no” and “stop” several times.

“She’s on the run, allegedly, you take her to a house, allegedly, try to have sex or have sex, and then take her to your grandmother’s house and lock her in the basement, where you give in that you tried.” had sex multiple times,” Phillips said.

Then, on Nov. 20, a family friend saw the girl and the man at the same gas station where prosecutors say they met.

Family members then fought Randolph, in a video streamed online. That’s when prosecutors say another victim saw the video and recognized Randolph.

The complaint stated Randolph told investigators he thought the 13-year-old girl was 19.

“The family comes and applies some street justice, and would beat you up and it’s streamed on Facebook, and the person you allegedly had sex with when you were a kid sees the video and says this is the guy who raped me when I was a child. child,” said Philips. “You can’t make that up.”

The indictment stated that when the second victim was five and Randolph was 12, she lived with Randolph’s mother on 46th Street. It is alleged that he sexually assaulted her multiple times over the course of a school year. That was 25 years ago.

“So now you’re not just with her because she allegedly raped one child, you’re now with her because she allegedly raped two children,” Phillips said. “Wow.”

The complaint stated Randolph told investigators he thought the 13-year-old girl was 19.

Randolph will be back in court in December.

At least one other man has been arrested in this case on suspicion of sexual abuse.
