SPOTSYLVANIA COUNTY, Virginia.A second-grade teacher at Spotswood Elementary School was arrested Thursday after she was found under the influence of drugs in her classroom, authorities said.

The school resource officer found Candyce Leigh Carter, 35, who appeared to be under the influence. A subsequent investigation revealed suspected drugs in his classroom.

Carter, a Spotsylvania resident, was arrested for criminal possession of Schedule I/II drugs, child endangerment and criminal neglect or abuse of a child. She is currently being held without bail at the Rappahannock Regional Jail.

During the incident, Carter’s husband, Kristopher Donald Carter, 34, was found in a vehicle in the school parking lot, also under the influence of suspected narcotics and requiring medical attention.

A 2-year-old child was in the vehicle with him. Kristopher Carter was arrested and charged with felony child endangerment and felony child neglect or abuse. He is being held at the Rappahannock Regional Jail on $5,000 bail.

No students reported injuries or drug exposure. Medical staff examined the students as a precaution and the classroom was professionally cleaned.

Lisa Phelps, a school board member for Spotsylvania County Public Schools, sent FOX 5 a statement saying, “I am grateful that children in Spotsylvania County have not been affected by direct contact drugs. I know there is a presence of drugs in our schools, adults and children. I have expressed my concerns publicly at school board meetings, on several occasions. It seems like there is no difference from any other school that we often see in the media. I think there is a difference between when I went to school and now. is the presence of fentanyl. Your child, your spouse, your friend may not get a second chance at life if exposed to fentanyl.

The Spotsylvania Sheriff’s Office was assisted by Spotsylvania Social Services and school administration.

FOX 5 reached out to Spotsylvania County Public Schools and we have not received a response.
