The boyfriend of a murdered mother of five has broken his silence after an illegal immigrant was arrested and charged with her murder.

Victor Martinez Hernandez, 23, was arrested Friday in Tulsa, Oklahoma, for the murder of Rachel Morin, 37, whose naked body was found on a hiking trail in Maryland nearly a year ago.

Writing on Facebook earlier Saturday, Morin’s boyfriend, Richard Tobin, wrote a message for Morin, along with a photo of her, while also referencing Hernandez’s arrest.

‘I love you baby. The news I received this morning is truly indescribable!! They captured Rachel’s murderer. I’m trying to forgive, but I swear (sic) on everything I love, you (sic) are going to rot in jail for the rest of your **sorry life!!!’, Tobin wrote.

The case remained a mystery for 10 months after Morin was reported missing by her boyfriend after she went for a run on Harford County hiking trails.

Hernandez was charged with first-degree murder and first-degree rape. He is also accused of assaulting a nine-year-old girl and her mother in Los Angeles in March 2023, before Morin’s murder.

Harford County Sheriff Jeffrey Gahler criticized the Biden White House and “members of Congress” during a press conference on Saturday afternoon.

Hernández crossed the southern border illegally in February 2023 after also murdering another woman in El Salvador a month earlier.

“We are 1,800 miles from the southern border and American citizens are not safe because of their failed immigration policies,” Gahler said.

“This is the second time in two years that an innocent Harford County woman has unlawfully lost her life to a criminal in our country,” he said. “In both cases, these are suspects from El Salvador and linked to criminal gangs. This shouldn’t happen.

“Victor Hernández did not come to this country to improve his life or that of his family, he came here to escape the crimes he committed in El Salvador. He came here to murder Rachel and, God willing , no one else,” he said.

“But it should never have allowed this to happen,” Gahler said during an emotional news conference in which Morin’s mother, Patty, also spoke.

“At one point, when things were looking really dark and hopeless, the lead detective said to me, ‘Patience will win out in the end,’” Patty said.

“That’s what they did, they worked hard diligently on all leads and it’s because of that we have an arrest today.”

Harford County Sheriff Jeffrey Gahler said at a news conference that he and his team spent the better part of 10 months searching for the killer and blaming the crisis on the southern border.

The sheriff said he and his team spent the better part of 10 months searching for the suspected killer and arrested him on what would have been his 38th birthday, with the sheriff calling it “poetic justice” or Morin’s “divine intervention”.

“Rachel’s killer is no longer a free man,” Sheriff Gahler said, adding that “DNA evidence allowed investigators to put a name to the image of the suspect in the Los Angeles attack video published after Rachel’s death.

Investigators were able to track the suspect to Prince George’s County, Maryland, 1,300 miles west of Oklahoma.

“He did odd jobs and didn’t live an expensive life. It’s a free country, so once you’re here, you move from one jurisdiction to another,” he added.

“He went from El Salvador to the United States, from Los Angeles to Harford County, then to Prince George’s County, Virginia, then to Oklahoma. We don’t know where else he has been. We certainly know he has connections in Washington DC and Prince George. We believe he has connections to known gangs and that’s how he lived his life.

Gahler said he believes that if Hernandez is found guilty, he should not be sent back to El Salvador.

“This is the last place he wants to go. Our prisons are better here than in El Salvador. He’s going to spend, God willing, the rest of his days behind bars,” Gahler said.

“We’re always worried that we might come across another crime based on DNA or other scientific data that he’s committed.” I don’t ever want him to leave Maryland again…we want to make sure he never sees the light of day,” the sheriff said.

Morin’s naked and beaten body was found on the Ma and Pa hiking trail in Bel Air, about 45 miles north of Baltimore, the day after she disappeared.

Six months later, Maryland investigators released a sketch of Morin’s alleged killer as his family implored the public to help solve the case.

Detectives say Hernandez was hiding next to the popular hiking trail when he allegedly murdered Morin.

He allegedly attacked, raped and killed her before fleeing the state. The Tulsa Police Department said he was found in Oklahoma after state officials were contacted by the FBI.

Hernandez was arrested Friday at a Tulsa bar by multiple law enforcement agencies and was reportedly found “casually sitting at the bar.”

Authorities said he initially lied about his identity and denied knowledge of the crimes for which he was wanted. Hernandez is now awaiting extradition to Maryland.

DNA evidence from the home invasion was later linked to Morin’s case.

“My understanding is that this suspect, this monster, fled to the United States after the murder of a young woman in El Salvador a month earlier, in January 2023,” Gaylor said during Saturday’s press conference.

“Once in our country, he brutally attacked a nine-year-old girl and her mother during a March 2023 home invasion in Los Angeles.”

During the nearly year-long investigation, detectives traveled through seven states and involved 10 federal, state and local agencies.

Officials expressed fears the suspect might strike again and released Ring doorbell camera footage showing the attacker fleeing the Los Angeles home after the home invasion.

Gaylor said at the time: “Serial killers all start somewhere. What he did in Los Angeles was certainly, I think, in that direction.

“I believe his intention was to inflict more serious physical harm. He could still rest his head here in our county, or he could have fled anywhere in the country or even the world.

Hernandez is also known to have ties to the Washington, D.C. area, Virginia and Prince George’s County, and is believed to be affiliated with gang activity, cops said.

Morin’s boyfriend, Tobin, found her car at the trailhead the day her body was found, and he was forced to deny any involvement on social media after the case attracted national attention.

The couple had made their relationship official on social networks four days before his assassination.

He posted: “I love Rachel. I would never do anything to him, I would leave the family and I to cry.

“Yes, I have a past, but I also have 15 months of sobriety and I have changed as a person. Please.’

Tobin has been arrested 14 times since 2014 on various charges, including drug trafficking, assault, disorderly conduct and resisting arrest.
