Kapil Sibal speaks out on NEET exam scam case

Rajya Sabha MP Kapil Sibal, while responding to allegations that previous UPA governments were responsible for the NEET mess, said “the current National Testing Authority has made mistakes. I am shocked by the kind of corruption that has been demonstrated. Every time something like this happens under the current government, they start blaming the previous UPA. He said NEET regulations were introduced in 2010. It was under the Health Ministry and not the Education Ministry.

Sibal said the Medical Council of India is an independent body. Then, in 2010, the Governing Council introduced regulations for the national eligibility test. This regulation was challenged by petitioners. It was invalidated by the Supreme Court, finding that the MCI had no legislative competence. In 2014, the review was allowed and the 2013 order of the Supreme Court was withdrawn. In 2016, BJP came to power and this government (NDA) introduced Article 10D and amended the Indian Medical Council Act, 1956 and introduced a new article called Article 10D. The Medical Council Act was passed. It included a new section 14 for the NEET exam. The Supreme Court upheld the law. This has nothing to do with the UPA.

Speaking to news agency PTI, Kapil Sibal said, “The problem is not the NEET exam, I think the problem is the kind of corruption that exists. We have seen it happen in Uttar Pradesh. The kind of paper leak that happened in UP, we see happening across the country. If the testing system is corrupted in an exam, it’s not really good for the Prime Minister to sit back and keep quiet.”

Kapil Sibal added, “As a citizen of this country, I think the complexity of this country is such that any form of uniformity favors a certain section of the population. The state of Tamil Nadu opposed the NEET exam from the beginning. This is one of their concerns that they have expressed at the national level and something needs to be said about it because the exam is based on the CBSE syllabus and therefore favors students from schools that have CBSE exams. There are many local boards which do not have CBSE.

Meanwhile, BJP leader Shahnawaz Hussain said, “The Congress is making statements and trying to provoke people. Union Education Minister Dharmendra Pradhan has clarified everything. It is our duty to protect the rights of those appearing for the NEET exam and our government is doing so.
