Universities in Haryana to refund full fee in case of cancellation of admission before September 30

Chandigarh: In case of cancellation of admission or migration of students till September 30, 2024, universities in Haryana will have to refund the entire fee to the students except deduction of a maximum of Rs 1,000 to processing fee until October 31, 2024. Any non-reimbursement or delay in reimbursement of fees may result in punitive action against the university. The Haryana State Higher Education Council (HSHEC) has written to all vice-chancellors, both of the state trust and private universities, to provide reimbursement in accordance with the provisions of the University Grants Commission Fee Reimbursement Policy 2024-25. The HSHEC also referred to the fact that the UGC had received numerous representations/complaints from students/parents regarding non-refund of fees by Higher Education Institutions (HEIs) in case of cancellation/withdrawal of admission. The UGC instructions apply to all institutions of higher education, whether established or constituted by or under a Central Act or a State Act, and to every institution recognized by the ‘UGC under clause (0 of section 2 of the University Grants Commission Act, 1956 and to all establishments deemed to be a university declared as such under section 3 of this document and to all higher education institutions affiliated with a university The guidelines are also applicable to organizations, consortia, committees, associations, etc., formed to advise or process admissions and collect fees on their behalf from participating HEIs, and l. The concerned HEI will be responsible for fee reimbursement The policy will remain in force for subsequent academic sessions until a revised policy is issued by the UGC.
