Franklin County Commissioners Meeting

CHAMBERSBURG–Franklin County Commissioners will meet July 3 beginning at 10 a.m. in the Administration Building, Room 824, 272 N. Second Street, Chambersburg. The agenda is as follows:

    3.01 Vouchers
    3.02**Commissioners – Amendment to the Help America Vote Act of 2022 Grant for Election Security
    extend the deadline for the county to purchase eligible items and/or services until December 31,
  4. The original contract with the Commonwealth of Pennsylvania was signed on September 21, 2022.
    The grant amount is $12,353.22.
    3.03 Grants – Agreement between Franklin County and Melanie G. Snyder for CJAB Strategic
    Planning services at a cost of $2,000.00. This amount will be paid by the Pennsylvania Commission on Crime and
    Delinquency allowance.
    3.04 Juvenile Probation – An Agreement Between Franklin County and Chambersburg School
    The district will provide $66,292.20 to the county to help fund probation for juveniles in school
    Program for the 2024-2025 school year.
    3.05 Tuscarora Managed Care Alliance – Agreement between Franklin County and Tuscarora
    Managed Care Alliance (TMCA) partners with a food bank to purchase fresh, nutritious food. The supplier
    organize food into distribution packages, coordinate beneficiary registration and distribute food
    packages on a monthly basis. The provider will coordinate with TMCA to verify eligibility for medical assistance of
    the veteran or the veteran’s household member. The provider will report to the TMCA on a monthly basis, in a
    Format prescribed by the TMCA, an accounting of food parcels distributed to persons eligible for medical assistance
    Veterans’ Units or Veterans’ Households. The County will receive an advance of $20,000.00 for the purchase of 2,000
    food distribution packages.
    3.06 Tuscarora Managed Care Alliance – Agreement between Franklin County and Tuscarora
    Managed Care Alliance (TMCA) Reimburses Franklin County for Recovery-Oriented Care Systems
    Specialist for 25% of the position.

  5. Regular agenda
    4.01 PRESENTATION – Waynesboro YMCA June Evening Dress Fundraiser
  6. SALARY COUNCIL
    5.01 Approval of the minutes of the meeting of the Salaries Council of May 22, 2024.
    5.02 The Council will consider increasing the salary of one of the narcotics detectives.
    5.03 The Council shall consider reclassifying Assistant District Attorneys.
    5.04 The Council will consider measures to increase the number of hours worked per week by the District.
    Support staff for lawyers from 37.5 hours per week to 40 hours per week.
    5.05 The Council will consider the position of First Deputy Chief District Attorney.
    5.06 The Council will consider reclassifying one of the probation officer positions to a transfer coordinator position.
    5.07 The Board will consider aligning rates and eliminating future COLA increases for all DUI schools
    instructors.
    5.08 The Council will consider reclassifying the position of Second Assistant Treasurer.
    5.09 The Council will consider reclassifying the Tax Services Office Assistant to the position of Administrative Assistant I.
    5.10 The Council will consider an increase in the remuneration levels of the Tax Claims Specialist.
    5.11 The Council will consider increasing the salary scales of the Purchasing Assistant and the Purchasing Manager.

    5.12 The Council will consider the following measures within the tax department: reallocation of funds from two
    Vacancies, Pay Grade Increase for Financial Officer II, Senior Accountant, Financial Assistant
    Director, Accounting Information Systems (CIS), Deputy Financial Director – Personal Services,
    Financial Officer III, reclassifying a Financial Officer II to a Financial Officer III and establishing an Accounting Officer position
    Director.
    5.13 The Council will consider the measures requested by DES regarding the request to add four part-time positions.

    5.15 The Council will consider the measures requested by DES regarding the request for the creation of a temporary E911
    Communications Support Coordinator position for a period of six months.
    5.16 The Council will consider the measures requested by DES regarding the salary of the emergency director.
    Services will be increased by $7,500.00 after six months and another salary increase of $7,500.00 after 12 months.
    5.17 The Council will review the measures requested by Human Resources regarding exemptions from
    minimum wage and overtime pay requirements.

    6.01 Personnel – The Council will consider approval of the position description for the First Deputy District Chief.

    6.08 Personnel – The Council will consider approval of the job description for the Purchasing Coordinator.

    Pursuant to PA law notices, Martin and Martin, Inc. notified the County of the intent to
    Borough of Chambersburg for the construction of a fishing pier and kayak launch on Dump Road along the
    Conococheague Creek.
