As trash balloons fly, ROK local governments struggle to stop distribution of anti-North Korea leaflets

Kim Kyung-il, the mayor of the South Korean border town of Paju, was preparing to go to bed last month when he learned that a prominent activist was nearby, ready to launch balloons carrying anti-regime leaflets into North Korea.

Concerned that the launch could exacerbate tensions at the border, the mayor concluded that the special police tasked with monitoring the activity were too far away to intervene and decided to take matters into his own hands.
