CEBU CITY, Philippines — A high-value individual (HVI) was arrested with over PHP2.7 million worth of suspected shabu during a buy-bust operation in Barangay Duljo-Fatima, Cebu City on Tuesday, July 2, 2024.

The suspect was identified as Winston Codilla Tan, 41, unemployed, residing at Sitio May Flower, Spolarium Street in Barangay Duljo-Fatima, Cebu City.

According to a police report, Tan is listed in the police’s HVI database.

The buyout operation was conducted by the City Drug Enforcement Unit (CDEU) of the Cebu City Police Office (CCPO) around 10:10 p.m. Tuesday.

Officers seized suspected shabu in Tan weighing an estimated 403 grams and worth PHP 2,740,400.

CDEU Police Chief Maj. Jonathan Taneo said the suspect was a drug smuggler.

The HVI arrested with shabu usually receives at least 1 kilo of drugs from the main “bodegero”, who holds 2 to 5 kilos of drugs.

Tan’s alleged role is to divide the illegal drugs he receives from the major drug transporter into smaller packages to prepare them for distribution.

He would be responsible for distributing drugs from the main “bodegero” to customers.

Taneo also said it takes the suspect one to two weeks to dispose of a kilo of illegal drugs, depending on his orders.

Furthermore, Taneo said the HVI arrested with shabu is a former inmate. He was reportedly previously arrested on drug-related charges.

The confiscated shabu was brought to the Cebu City Forensic Unit Office 7 for examination.

As of this writing, Tan is being held at the CCPO Detention Centre awaiting charges for sale and possession of illegal drugs.
