Earlier, the Bombay High Court had refused to grant immediate relief to the film, saying it could not, at this stage, direct the Central Board of Film Certification (CBFC) to issue a release certificate. The move follows a September 3 order by the Madhya Pradesh High Court, which affects the film’s certification process. Justices BP Colabawalla and Firdosh P Pooniwalla, sitting in a division bench, asked the CBFC to consider the objections and take a decision by September 18. The film will not release before that date, according to the CBFC’s lawyers.
The state of emergency has faced protests from Sikh Groups regarding their representation of their community. The Madhya Pradesh High Court had asked these groups to submit their objections to the CBFC within three days, and the board was directed to expeditiously consider their concerns.
On Tuesday, Zee Entertainment Enterprises Ltd moved the High Court seeking to compel the CBFC to release the certification already granted for the film’s release scheduled for September 6.

Venkatesh Dhond, senior counsel representing Zee Studios, argued that the CBFC was “illegally” and “arbitrarily” withholding the certificate, which was confirmed in an email on August 29. Zee Studios claimed that the CBFC had deemed the film fit for a ‘U/A’ certificate after screening it last month.
However, CBFC counsel Abhinav Chandrachud argued that even though an online certificate was generated on August 8, it was not formally issued as required by law. Chandrachud added that the board had received additional representations from Sikh groups and had also been seized of a petition by the Punjab and Haryana High Court regarding the certification of the film.

Zee’s petition stated that the co-producer had filed an application for certification on July 8 through the E-Cinepramaan portal, was informed of the August 4 screening and was informed on August 8 that the film was eligible for a ‘U/A’ certificate, subject to modifications. Dhond claimed that the certificate was signed and issued, and the producer was asked to collect it, but did not receive it during his visit to the CBFC office. Chandrachud retorted that the certificate was not final until it was signed by the CBFC chairman.
