Two charged with first-degree murder following Chambersburg homicide investigation

Two men have been charged with first-degree murder following a homicide investigation in Franklin County, according to Chambersburg police.

Steven Thomas, 41, is charged with first and second degree murder, burglary and tampering with evidence. Kainpest Hilaire, the second suspect in the investigation, has been charged with the same offenses.

Chambersburg police responded to 132 Lincoln Way around 10:57 p.m. on September 16 for a report of a man dead. When they arrived, officers found a deceased 22-year-old man lying in an apartment with a gunshot wound and other injuries indicative of a physical assault.

Investigators were able to locate a blue BMV vehicle at a residence in the 1900 block of Ashley Drive where Thomas and Hilaire were found with the suspect vehicle. The vehicle was also registered to Thomas.

Thomas was arrested and transported to the Franklin County Jail. Police have not said whether Hilaire has been booked into the Franklin County Jail or is still being held.

Chambersburg police say there is no danger to the public as these were targeted crimes.

Neither individual was fully supported by the police.
