Second man charged with murder after shooting near Davenport Skybridge

DAVENPORT, Iowa (KWQC) – A second man has been charged with first-degree murder in the shooting death of 23-year-old Mason Payne near the Davenport Skybridge in August.

Online records show that James R. Joslin Jr., 18, of Silvis, was booked into the Scott County Jail Friday afternoon and appeared for arraignment Saturday morning.

A judge set bail at $100,000 cash only. His preliminary hearing will be held on October 1.

He has already been charged with accessory after the fact and hindering prosecution or defense in connection with the shooting. He will be arraigned on October 10 on those charges.

According to an arrest report:

Davenport police responded at 12:24 a.m. Aug. 24 to the parking lot next to the Skybridge at 101 Main St. for a reported shooting.

Officers located Payne, who was pronounced dead at the scene.

Officers determined that Johnathan J. Terrones, 19, of East Moline, shot and killed Payne.

Video evidence showed Terrones was in the back seat of a dark gray Dodge Charger when he rolled down the driver’s side rear window and shot Payne multiple times.

Joslin was driving the vehicle when Payne was shot. Officers learned that Joslin ordered Terrones to shoot Payne and knew Terrones had a gun.

According to the affidavit, Joslin also drove Terrones away from the scene of the shooting.

Terrones is also charged with first-degree murder. He will be arraigned Thursday.
