SA investigates tire imports from Vietnam for violating anti-dumping rules

South Africa has officially begun investigating allegations of tax evasion and unfair pricing, or “dumping”, involving car, bus and truck tires imported from Vietnam, Thailand and Cambodia.

The survey is being conducted by the South African Tire Manufacturers’ Conference. The study focuses on whether these countries are avoiding anti-dumping taxes already in place on tires imported from China.

What exactly are anti-dumping taxes?

These are customs duties that a country applies to imported goods sold for less than their fair market value or less than the cost of production.

The purpose of these taxes is to protect local industries from unfair competition. This can happen when foreign manufacturers reduce domestic prices by selling products at unsustainable rates.

By imposing anti-dumping duties, South Africa aims to level the playing field and prevent foreign products from harming local businesses.

The South African government initially imposed anti-dumping duties on tires from China in September 2022. These duties ranged from 7.18% to 43.60%.

Now the focus has shifted to tires from Vietnam, with the South African Tire Manufacturers Conference reporting a dumping margin of up to 84%, the newspaper writes. News from Vietnam.

The investigation will focus on tires classified under specific import codes and will extend over several periods. The review will examine whether products imported from these countries between March 2022 and May 2024 avoided anti-dumping duties applied to Chinese imports.

Vietnamese tire manufacturers and exporters would have been informed and received detailed documentation. This includes the survey questionnaire – which they must complete by October 28.

The South African International Trade Administration Commission will assess the responses, conduct site visits and hold hearings to determine whether tax evasion and dumping has occurred, and what impact this may have had on the southern tire industry. -African.
