Hubbard man arrested after reckless shooting

HUBBARD Oregon (KPTV) – Around 11 a.m. Monday, a man randomly fired a handgun near Highway 99E Northeast and Parkway Boulevard. He fled on foot before going to the Hubbard-Donald Police Department.

Hubbard resident Richard Smith, 53, was arrested for unlawful use of a weapon, unlawful possession of a weapon, reckless endangerment, two counts of disorderly conduct and two counts of criminal mischief.

Smith allegedly randomly fired several rounds from a handgun around the intersection before police arrived. He then fled on foot.

A review of various surveillance cameras and a scan of the area, using drones, K9s and officers, led police to the mobile home park where Smith lives.

An investigation is underway after a police-involved shooting in Milwaukie early Monday morning.

As police prepared to approach and contact or negotiate with Smith, he called 911 himself and said he wanted to talk.

After a phone call, Smith voluntarily surrendered and gave his gun to police.

No one was injured during the incident.

An RV/mini storage business approximately 500 feet from the intersection was hit. A bullet narrowly missed a man entering a company storage unit.

It is not known why Smith decided to fire his gun.
