State trooper resigns after prosecutor says he was driving drunk and hit another vehicle

James Doran, a Massachusetts state trooper, has resigned after prosecutors say he drove drunk and crashed into a vehicle in Tewksbury on Sunday evening.

Since he was criminally charged, Doran, 28, will not be reinstated, Massachusetts State Police said.

The agency also said it would notify the Massachusetts Peace Officer Standards and Training (POST) Commission of the claims of misconduct.

Doran’s dismissal comes after he was placed on administrative leave pending the outcome of a military service hearing, the department said.

Doran was arraigned Monday in Lowell District Court on a charge of operating under the influence of alcohol, Middlesex County District Attorney Marian Ryan said.

He was released on personal recognizance with the condition that he not drink alcohol and surrender his driver’s license, the prosecutor said. He returns to court on December 6.

Doran has graduated from the State Police Academy on October 9 according to WBZ-TV in Boston.

He belonged to the same class as Enrique Delgado-Garcia who died after boxing trainingreports the station.

Tewksbury police responded to Main Street and Clark Road in Tewksbury around 11:12 p.m. after receiving a call about a two-car crash, the district attorney said.

Authorities say Doran struck another vehicle from behind.

A woman in the second vehicle told officers she felt dizzy, WBZ-TV reported. Her passenger also felt dizzy and injured their shoulder. They were both taken to a hospital, the station reported.

Doran wobbled on his feet, slurred his speech and “smelled of alcohol,” the prosecutor said. There were also open alcohol containers in his vehicle, prosecutors said.

Citing court records, WBZ-TV reported that a second man in the car told officers that he, not Doran, was driving. The man’s phone was on the passenger side floor.

Damage to the passenger side windshield was consistent with a cut to his head, the station reported.

Doran then told officers that he was driving at the time of the crash, WBZ-TV reported. He said he had had “a few” drinks earlier that evening.

Doran was arrested and charged in connection with having an open alcohol container, prosecutors said.
