Pasadena Rental Registration System “Fully Configured,” Ready for Internal Review – Pasadena Now

Pasadena’s New Rental Registration System »is now fully installed and configured for internal review,” Pasadena Department of Rent Stabilization Acting Director Phillip Leclair said Monday evening.

The announcement comes during Leclair’s final week before Helen Morales takes over as director on July 1.

The completion of the registry follows the failure to meet the December 22, 2023 deadline set by Measure H, an initiative approved by voters in November 2022. The measure, now Article XVIII of the City Charter Pasadena, made the creation of the registry mandatory.

Earlier this month, the Pasadena Rental Housing Board recommended and the City Council approved removing mention of the deadline from the language of the City Charter Amendment, among several changes to the amendment which will be submitted to voters in November.

The registry setup work was done by a consultant called Bhyv. Last July, the Rental Housing Commission approved a $425,000 contract with Bhyv for a range of services, including creating the registry.

In his update on the rent register system, Leclair said: “Bhyv consultants played a key role in its design, project management and administrative support. Their work on the system and implementation guidance is nearing completion, fulfilling their contractual obligations.

Leclair said department staff are about to begin extensive testing of the new system.

Additionally, departmental training to equip staff to administer the system and provide technical and administrative support to owners will begin soon, he said.

After successfully testing the system and training staff, the Rent Stabilization Department will move on to launching the registry.

“Our current target launch date remains August,” he said. “The ministry remains committed to the smooth rollout of the rent register.”
