Arunachal govt approves bill to prevent unfair means in recruitment exams

Itanagar, Jul 15 (UNI) In a historic decision, the Arunachal Pradesh Cabinet headed by Chief Minister Pema Khandu on Monday gave its approval to enact the ‘Arunachal Pradesh Examinations (Measures for Prevention of Unfair Means in Recruitment) Act, 2024’ to prevent and curb violations like question paper leakage and other malpractices during recruitment examinations conducted by various recruitment agencies.

The bill which provides for stringent punishment and imprisonment with imposition of fine up to Rs 1 crore will be introduced in the upcoming budget session of the state assembly, which begins on July 19, for discussion and passage.

The Cabinet meeting under the chairmanship of CM Khandu also approved the proposal for framing of 13 different categories of posts of Arunachal Pradesh Staff Selection Board (APSSB) under the Arunachal Pradesh Civil Service Common Cadre and Arunachal Pradesh Secretariat Service Common Cadre.

This decision was necessary to bring proper and systematic human resource management to APSSB for a free and fair recruitment process, a CMO statement said.

The State Government had already framed and merged all the categories of posts of the Arunachal Pradesh Public Service Commission under a common cadre of Arunachal Pradesh Civil Secretariat Service and postings were made accordingly.

“This decision will allow APCS and APSS officers to be transferred to APSSB on a permanent basis for 3 years,” the statement said.

The Chief Minister and his cabinet colleagues were briefed by the Director General of Police (DGP), IGP (Law and Order), Home Secretary and SP Capital on the salient features and implementation strategy of the three new criminal laws.

The new laws – Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS) and Bharatiya Sakshya Adhiniyam (BSA) replaced the Indian Penal Code (IPC), 1860, the Code of Criminal Procedure (CrPC), 1973 and the Indian Evidence Act (IEA), 1872 respectively.

The officers highlighted key reforms aimed at strengthening public safety and simplifying judicial procedures. They discussed the phased implementation plan, law enforcement training programs, public awareness campaigns and monitoring mechanisms.
