“It’s sickening that you have to worry about someone invading your privacy, someone who is clearly mentally ill,” said concerned neighbor Gabriel Caballero.

Investigators said that after he was arrested, Setien entered several fenced backyards over the course of several months.

One of the homes was owned by a woman who spoke to Local 10 about the incidents but asked not to show her face for fear he would return.

‘I saw him. (He was) looking through my windows,” she said. “He has been to my house several times.”

Resident told Roy Ramos of Local 10 News that they believe their community was targeted because the suspect did not live far away. He lived nearby and entered their garden on the other side of a hedge.

Records show Setien faced 23 charges Friday at Turner Guilford Knight Correctional Center: 10 counts of burglary of an occupied dwelling, 10 counts of voyeurism, two counts of indecent exposure and one count of resisting an officer without violence.
