Richland County offers $750,000 to family of inmate murdered in 2023 at Alvin S. Glenn Detention Center

COLUMBIA, SC (WIS) – Richland County has offered the family of a detainee who died at the Alvin S. Glenn Detention Center $750,000 to avoid litigation over his death.

Antonius Randolph, 29, was beaten to death in jail on Jan. 27, 2023, and five inmates have been charged in his death, according to the Richland County Sheriff’s Office.

Randolph’s body was not found until several hours after the beating, according to the sheriff’s department investigation. Richland County Coroner Naida Rutherford said early detection by jail officials would not have made a difference.

At a press conference in February 2023, Sheriff Leon Lott said faulty locks contributed to Randolph’s death.

“The cells, the rooms that should be locked, don’t have locks. (Detainees) only have access to go out and do whatever they want, which is commit murder,” he said in 2023.

The settlement paperwork was filed Friday, a day after a WIS investigation reported that the detention center has two units that still have those old, faulty locks.

More than a year after the state told the Richland County Jail to fix its faulty lock system, two units still have the old locks.

The settlement amount has not yet been approved by a judge. If approved, the money would be taken from Richland County’s insurance fund and go to his parents.

“It is in the interests of the estate and the legal beneficiary to complete the settlement of the claims, in order to avoid expenses, risks and delays in litigation”, says the document.

Richland County admits no liability for Randolph’s injuries and death, according to the document.

According to the Richland County Public Index, a date has not yet been set for this motion to go before a judge.
