Five Texas Educators are facing charges for participating in a widespread teacher certification scandal that fraudulently qualified more than 200 candidates through extensive test fraud. The operation, which will raise more than $1 million, threatens to undermine education standards across the state.

Harris County prosecutors revealed Tuesday that candidates paid $2,500 each to have proxies take certification exams at testing centers in Houston. The scheme involved bribing invigilators who allowed test takers to change places during exams.

Leading the alleged operation was Vincent Grayson, head basketball coach at Booker T. Washington High School in Houston. Four others charged include testing officer Tywana Gilford Mason, proxy test taker Nicholas Newton and facilitators Darian Nikole Wilhite and LaShonda Roberts.

The Texas Education Agency has discovered irregularities Houston Training and Education Center in mid-2023. Researchers noticed that candidates were traveling long distances to retake previously failed exams and suddenly receiving high scores.

A breakthrough came when a former coach who was looking for work in the police force reported the scheme. The tip led investigators to pursue email trails and payment records that identified participants in the operation.

The plan took advantage of Texas law that allowed hiring temporary teachers without certification. Grayson allegedly collected payments and shared the proceeds with Mason, who received $125,000 for facilitating proxy testing at HTEC.

Newton admitted to taking 430 certification tests and making $188,000. Roberts allegedly referred more than 90 teachers and transferred $267,000 to Grayson. When HTEC was closed, activities at TACTIX continued through Wilhite.

Each suspect faces two felony counts of organized criminal activity. Grayson and Roberts posted bond while Newton remains in custody. Defense attorneys maintain their clients’ innocence as the investigation continues.

The scandal raises alarming concerns about the quality of classrooms. Some fraudulently certified teachers are facing separate criminal investigations, including allegations of sexual misconduct.

Houston Independent School District vowed to fire all teachers involved. The Texas Education Agency is reviewing testing protocols as it investigates additional suspects in the ongoing investigation.

The case exposes vulnerabilities in teacher certification processes during the pandemic era. As of May 2020, the scheme was flourishing under relaxed scrutiny, potentially putting educational standards at risk for years to come.
