Rochester man charged with criminal sexual conduct

A Rochester man has been charged with several counts of criminal sexual conduct in connection with an incident in Grand Meadow.

Jose Hector Contreras-Paredes, 30, made his initial appearance Thursday in Mower County District Court, where he was charged with five counts of criminal sexual conduct.

According to the criminal complaint, the case dates back to August 29 of this year, when the Grand Meadow police chief responded to a home in Grand Meadow on a report of a sexual assault.

The victim reportedly reported that the incident occurred at her home in the early morning hours of August 29 after Contreras-Paredes, an acquaintance of the family, drove to her home.

At 1 a.m. on August 29, she told Contreras-Paredes that she was going to bed after receiving a call from him, but when she went to let him in, he immediately came in and started kissing her.

After telling him that she did not want to participate, he continued to force himself on her, grope her and physically harm her in the process.

On August 30, a Mower County Sheriff’s Office detective questioned Contreras-Paredes about the incident and during questioning he allegedly told the officer that he was drunk and that he remembered doing some of the things the victim claimed, but that he could not remember any other aspects of the alleged attack.

The report goes on to say that at no point did the victim allegedly consent to Contreras-Paredes touching her.

On October 23, the state submitted documentation indicating that it intended to seek a more severe penalty due to the incident that occurred in the victim’s privacy zone.

Contreras-Paredes’ next court hearing is scheduled for November 14.
