Ms Knapton said inspectors were also concerned about the safety of the building, which led from the garden to the driveway and was only partially covered by a railing, as well as a blocked and unalarmed emergency exit.

“We were so concerned about the safety of people in an emergency situation that we reported Seabank House to the local fire brigade,” she said.

She also noted the “partially collapsed” ceiling “with insulation hanging down and debris on the floor” and the fact that “open cans of paint were stored next to incontinence products and nutritional supplements.”

“Black mold was also found on the ceiling in the main hall and cat feces were found on the floor upstairs,” Ms Knapton added.

A spokesperson for Wirral Council said: “Poor quality care services are not acceptable to our communities and as a commissioning authority we have this year introduced an overarching policy that sets out a robust approach to improving the quality of care within the regulated services we commission.”

They added: “Wirral Council took immediate action to suspend services in this area, find new suitable places for affected residents and subsequently terminated the contract with this organisation.”
