PCSO command staff announced ahead of Sheriff-elect Henry Whitehorn’s swearing-in

CADDO PARISH, La. (KTAL/KMSS) – Prior to his swearing-in ceremony as Caddo Parish Sheriff on Monday, July 1, at the Shreveport Convention Center, Henry Whitehorn announces appointments to his command staff .

Deputy Chief Rickey Farris—

Farris holds a bachelor’s degree in criminal justice administration. He joined the Caddo Parish Sheriff’s Office (CPSO) in July 1991 as a Corrections Deputy at the Caddo Detention Center. He served in several divisions including Patrol, Organized Crime and Internal Affairs. He was captain of support and security at Caddo Correctional Center and deputy chief of the corrections bureau, where he supervised more than 350 deputies.


Deputy Assistant Chief of Law Enforcement and Investigations Jacqueline Winston

Winston began his law enforcement career with PCSO nearly 30 years ago. She held several positions in Caddo before working with the Bossier Parish Sheriff’s Office and the Caddo County District Attorney’s Office as an investigator in the Child Support Division. She holds a bachelor’s degree in criminal justice administration from Wiley College and a master’s degree from Grambling State University. She is pursuing her doctorate in criminology and judicial administration at Grambling.

Deputy Chief Deputy District Court Operations: James L. Matthews III

Matthews served as vice president of operations for the U.S. Marshal’s Service, where he was responsible for its contracts in 11 federal circuits. He is a former deputy of Caddo and Bossier parishes, where he served as a corrections deputy, school resource officer and patrol deputy. Prior to that, he served 26 years with the Louisiana State Police. He is a former Shreveport police officer and veteran of the United States Air Force.

Deputy Chief of Detention Services: Disha K. Darby

Darby has been with the Sheriff’s Office for 25 years and most recently served as a support captain at the Caddo Correctional Center. She received her bachelor’s degree in social work with an emphasis in psychology from Northeast Louisiana University and a master’s degree in justice and security administration from the University of Phoenix. Darby is also a licensed social worker for the state of Louisiana.

Peter Williams, Director of Human Resources

Williams has over 30 years of experience in labor relations and human resources. Throughout his career at Libbey Glass Manufacturing Company, he has held numerous positions including Director of Human Resources. He has served as National Human Resources Manager for several glass manufacturing plants in the United States. He holds numerous certifications and a Master’s degree in Industrial Organizational Psychology.

Farris, Winston, Matthews and Darby will begin their new roles on July 1, while Williams is expected to start in August. Whitehorn will be sworn in on July 1 at 5:00 p.m. at the Shreveport Convention Center.
