PORTER COUNTY — A Chicago woman allegedly threatened and bit an Indiana State Trooper during a traffic stop, according to Indiana State Police. On Saturday, June 29, at approximately 6:40 p.m., the trooper was patrolling I-94 east of the truck weigh station when he observed a vehicle approaching him from behind at a high rate of speed. The vehicle, a Hyundai with Illinois license plates, passed the trooper in his fully marked patrol car as the trooper was also traveling eastbound. The trooper caught up to the vehicle and accelerated to 105 mph. The speed limit on I-94 in that area is 70 mph. The vehicle was also changing lanes without signaling and passing other vehicles on the right, Indiana State Police said. The officer activated his police car’s emergency lights and the vehicle eventually stopped after initially not stopping immediately.

During the ensuing investigation, the driver was handcuffed and taken into custody. The driver also exhibited signs of impairment and intoxication, police said. Once handcuffed, the driver, identified as Shelby E. Foster, 22, of Chicago, Illinois, became verbally aggressive toward the officer, police said. “She insisted that her parent was a Chicago police officer and demanded that the officer call her immediately,” the internet service provider said.

While searching Foster’s identification in her purse, the officer also discovered two fake Illinois ID cards.

“While transporting Foster to the Porter County Jail, she repeatedly attempted to remove the handcuffs from her wrists and was eventually able to remove one handcuff,” Indiana State Police said. The officer immediately stopped the police car on the side of the highway and exited the police car and walked to the passenger side door, police said. He then attempted to handcuff Foster again, but she continually pulled away, resisting arrest. Foster then leaned out of the vehicle and forcefully bit the officer on the right arm, police said. The officer was able to quickly remove her arm from his teeth as she began to yell at him continuously, police said

“On her way to the jail, she continued her rant, which included threats of serious violence toward the officer and his family, as well as allegations that she was related to several Chicago police officers,” ISP said. “Once at the jail, she refused to submit to a certified chemical test for intoxication. She also spat on one of the jail officers during the booking process,” ISP said.

Foster is preliminarily charged with two counts of assault and battery by bodily fluids, intimidation, assault and battery on a public safety officer in the performance of his official duties and resisting law enforcement, reckless driving, operating a vehicle while intoxicated endangering a person, disorderly conduct, operating a vehicle while intoxicated, and possession of false identification.
