Rochester police arrest second suspect for fatal shooting on Cuba Place

UPDATE (Saturday, Sept. 14): Brooks was arrested Saturday morning in Rochester City Court and pleaded not guilty. He was remanded to the Monroe County Jail without bail or release. His next court appearance is scheduled for Wednesday.

Rochester, NY — Police have made a second arrest in connection with a homicide on the city’s north side last month.

Investigators determined Timothy Brooks Jr., 20, was with Raphael Marquez, 17, when Marquez shot James Jackson Jr., 39, during an attempted robbery Aug. 30 on Cuba Place.

Jackson was reportedly sitting in his vehicle around 6:15 pm when he was shot multiple times. Police said he tried to drive away but crashed into a pole. He died from his injuries at the University of Rochester Medical Center.

Police arrested Marquez and charged him with second-degree murder Monday. He was taken to the Monroe County Children’s Detention Center.

Officers found Brooks and arrested him Monday on robbery and grand larceny charges, which police said stemmed from a June 29 gunpoint robbery on Upper Falls Boulevard.

He was arrested and bail was set, according to the police. They learned reportedly Friday morning that he was scheduled to be released later in the day. Investigators then charged him with second-degree murder for Jackson’s death.

Brooks, who police said was on parole supervision that expired in April, is set to be arrested Saturday.
