Commissioners will consider county contract with Florida software company – Sterling Journal-Advocate

Logan County Board of Commissioners will consider agreement with Government Software Assurance Corp. of Winter Park, Fla., for a five-year service contract to provide software services to the Logan County Assessor’s Office during its meeting Tuesday morning.

Assessor Peggy Michaels discovered earlier this month that her office is the only one that still has Computer Information Concepts of Greeley; all other appraisers have gone with GSA because they think CIC won’t support the appraiser software much longer. In fact, Michaels told commissioners during a Sept. 10 work session that there were fears that CIC would abandon Colorado altogether because of the number of customers it had lost.

CIC presents itself as focusing on the software needs of municipalities and counties, but Logan County officials, including Michaels, have complained that the company provides no real support.

Michaels’ task is made even more difficult because 2025 is a “reassessment” year, where county assessors adjust their assessments based on the actual value of properties in the county. Once that’s done, Michaels said, his office can proceed with the conversion. At the same time, all county offices are struggling to meet new mandates from the Colorado Legislature regarding their public-facing websites. Michaels told commissioners she was working on a spreadsheet to try to determine how much the new legislation would cost Logan County, but it’s difficult because “there are so many moving pieces.”

The five-year conversion will cost a total of $210,000 and is expected to be commissioned in June 2025.

Also on Tuesday’s agenda is a subdivision exemption request in the name of Ellen M. Klinzmann to create a 27.16-acre parcel and a 7.89-acre parcel from a parcel of 35.00 acres in an Agricultural Zone District (A), for the purpose of separating an existing residential use on Parcel 2 from adjacent cultivated land;

A subdivision exemption application on behalf of Two Buttes, LLC to create a 3.02 acre parcel from a 61.00 acre parcel in an Agricultural Zone (A) district, for use as a residence;

Two conditional use permit applications on behalf of Trailblazer CO2 Pipeline, LLC for the construction and installation of new mainline valves on existing pipelines.

The commissioners will meet in a work session at 9 a.m. and the business meeting is scheduled for 9:30 a.m. in the commissioners’ meeting room at the Logan County Courthouse.
