MANILA, Philippines — Former President Rodrigo Duterte’s bloody war on drugs not only took a heavy toll in death but also impacted the lives of tens of thousands of Filipinos who were imprisoned for minor drug charges.

Drug suspects came in droves from 2016 to 2022 and pushed already overcrowded prisons to their breaking point, surpassing 100,000 people incarcerated. The result: drug suspects wait months for their court appearance, and other inmates find themselves in the limbo of cluttered court dockets.
